M\u00e4rz 2026 hielt Prof. Dr. Emanuel V. Towfigh eine Keynote beim \u00bb<strong>Sci-Tech Governance Under the Rule of Law<\/strong>\u00ab Forum, das im Rahmen der Jahreskonferenz des <strong><a href=\"https:\/\/www.zgcforum.com\/en\/\" target=\"_blank\">Zhongguancun Forums 2026<\/a><\/strong> in Peking stattfand. Das Forum, das in diesem Jahr zum dritten Mal ausgerichtet wurde, ist eine gemeinsame Veranstaltung des Beijing Municipal Bureau of Justice, der Beijing Municipal Science &amp; Technology Commission \/ Administrative Commission of Zhongguancun Science Park und der juristischen Fakult\u00e4t der Tsinghua-Universit\u00e4t. Es versammelte hochrangige Vertreterinnen und Vertreter der chinesischen Justiz, Regierung, Wissenschaft und Technologiebranche, um aktuelle Fragen der rechtlichen Steuerung neuer Technologien zu diskutieren.<\/p>\n<p>In seinem Vortrag mit dem Titel \u00bb<strong>Navigating Europe&#8217;s AI Governance Challenges: Digital Autonomy, Public Discourse and Equitable Distribution of Welfare Gains<\/strong>\u00ab beleuchtete Prof. Towfigh drei eng miteinander verkn\u00fcpfte Dimensionen der KI-Governance aus europ\u00e4ischer und insbesondere deutscher Perspektive: die Sicherung digitaler Souver\u00e4nit\u00e4t angesichts der Dominanz weniger globaler Technologieunternehmen, die Risiken algorithmischer Systeme f\u00fcr den demokratischen \u00f6ffentlichen Diskurs sowie die Frage, wie die durch KI erzielten Produktivit\u00e4tsgewinne breiter in der Gesellschaft verteilt werden k\u00f6nnen, statt nur einer kleinen Gruppe von Akteuren zugutezukommen. Er pl\u00e4dierte daf\u00fcr, dass Europa einen eigenst\u00e4ndigen und zugleich offenen Ansatz der KI-Governance verfolgen m\u00fcsse \u2014 einen, der transnationale Zusammenarbeit ernst nimmt und gleichzeitig europ\u00e4ische Grundrechte konsequent sch\u00fctzt \u2014 und dass gleichgesinnte Staaten enger zusammenarbeiten sollten, um zu zeigen, dass eine wertebasierte, rechtsstaatlich fundierte KI-Governance nicht nur notwendig, sondern auch umsetzbar ist.<\/p>\n<p>Weitere Keynote-Vortr\u00e4ge hielten unter anderem Cui Guobin, Dekan der Juristischen Fakult\u00e4t der Tsinghua-Universit\u00e4t; Ren Xuefeng, Vizepr\u00e4sident des Hohen Volksgerichts Peking; sowie Tian Xianghong, stellvertretende Generalstaatsanw\u00e4ltin der Volksstaatsanwaltschaft Peking. Im Anschluss an die Vortr\u00e4ge fand eine Podiumsdiskussion zum Thema \u00bbLaw for AI, AI for Law\u00ab statt.
