»The proposal to amend Article 56 of the Constitution of the Land of Hesse does not meet with any constitutional objections. In terms of constitutional policy, a basic right to education in Hesse is to be welcomed. Education is of paramount importance for the development of the personality of every human being and his or her ability to find one’s way in society. Anchoring a right to education in the constitution of the state of Hesse takes this into account and opens up new fundamental legal guarantees for Hessian citizens. The idea of equal access to education, which is the central guarantee of the right to education, should be emphasised.«
